Project Title: Security Camera System Installation for Housing Authority of Bowling
Green
Introduction: The Housing Authority of Bowling Green (HABG) seeks a qualified
vendor to design, install, and configure a basic but expandable security camera system
across its five locations: Summit View/Gordon Ave., Angora Court, Phenix Place, and
Bryant Way. The system must include wireless point-to-point links between the main
office and a customer-supplied pole with power, as well as 360-degree cameras at
specified locations.

Objectives:
● Enhance security and surveillance capabilities at all HABG properties.
● Install a scalable and reliable system that can accommodate future expansion.
● Ensure seamless connectivity between main offices and camera locations.

Scope of Work:

  1. System Design and Planning:
    β—‹ Conduct site assessments at each of the five properties to determine
    optimal installation points for cameras and wireless equipment.
    β—‹ Develop a system design that includes:
    β–  Wireless point-to-point links between the main office and a
    designated pole with power.
    β–  Installation of 360-degree cameras at five separate locations per
    property.
    β–  A centralized system for video monitoring and storage.
    β–  Single Pane of Glass interface for all locations with remote access.
    β–  Ability to track license plates and identify people.

β—‹ Provide a detailed system layout and equipment list for approval.

  1. Equipment Procurement:
    β—‹ Supply and deliver all necessary equipment, including but not limited to:
    β–  Wireless point-to-point links or Cellular Gateways
    β–  360-degree cameras (28 camera locations at 5 separate property
    location sites).
    β–  Mounting hardware and brackets.
    β–  Power supplies and cabling.
    β—‹ Ensure all equipment meets industry standards and is compatible with
    future upgrades.
  2. Installation:
    β—‹ Install wireless point-to-point links to establish connectivity between the
    main office and customer-supplied poles.
    β—‹ Mount and configure 360-degree cameras at designated locations.
    β—‹ Ensure proper alignment, power connection, and weatherproofing of all
    outdoor equipment.
    β—‹ Securely fasten all hardware to customer-supplied poles or other
    approved mounting structures.
  3. System Configuration:
    β—‹ Configure wireless links to ensure reliable and secure data transmission.
    β—‹ Set up cameras with optimal settings for field of view, resolution, and
    recording.
    β—‹ Integrate all cameras into a centralized monitoring and storage solution at
    the main office.
    β—‹ Implement a Single Pane of Glass interface for unified monitoring and
    remote access.
    β—‹ Configure systems to support license plate tracking and person
    identification.
  4. Testing and Commissioning:
    β—‹ Perform comprehensive testing to ensure:
    β–  Proper functioning of wireless links.
    β–  Clear video feeds from all cameras.
    β–  Stable and uninterrupted data transmission.
    β—‹ Resolve any issues identified during testing.
  5. Training and Handover:

β—‹ Provide on-site training for HABG staff on system operation and
maintenance.
β—‹ Deliver all documentation, including user manuals, system diagrams, and
warranty information.

  1. Maintenance and Support:
    β—‹ Offer a maintenance plan for periodic checks and updates to the system.
    β—‹ Provide technical support for troubleshooting and repairs as needed.

Deliverables:
● A fully functional and scalable security camera system at each location.
● Centralized monitoring capabilities at the main office.
● Documentation and training materials.

Project Timeline:
● Phase 1: Site assessments and system design (3 weeks).
● Phase 2: Equipment procurement (12 weeks).
● Phase 3: Installation and configuration (4 weeks).
● Phase 4: Testing, training, and commissioning (2 weeks).

Vendor Qualifications:
● Demonstrated experience in designing and installing security camera systems.
● Knowledge of wireless networking and point-to-point configurations.
● Ability to provide ongoing support and maintenance.

Evaluation Criteria:
● Cost-effectiveness of the proposal.
● Quality and scalability of the proposed system.
● Vendor’s experience and references.
